Electoral system

Minorities receive guaranteed seats in the Croatian Parliament.

Croatia's Sabor has 151 representatives – eight of which are automatically reserved for national minorities. Serbs, Italians, Hungarians, Czechs, and other ethnic groups elect their own representatives. These seats are not subject to a threshold, while other parties need at least five percent of the votes.

Three mandates for Croats abroad – with their own electoral district.

Croats living abroad have their own eleventh electoral district and elect three representatives. About four million Croats live outside the country, mainly in Bosnia, Germany, and overseas. They can vote by mail or at Croatian consulates. Their votes often play a crucial role in tight majority situations.

Ten electoral districts distribute 140 mandates using the D'Hondt method.

The regular 140 seats are distributed across ten regional electoral districts. Each district sends 14 representatives using the D'Hondt method – a proportional voting system that slightly favors larger parties. Zagreb forms its own electoral district, while rural areas are often grouped together.
