The NHR's foundation is built upon an exclusive nationalism that regards Croatia's independence and identity as its supreme value. The party views the state as a sanctuary for the Croatian nation, whose roots it sees in the Catholic faith and an idealization of the country's founding years. A central driving force is 'lustration' – a radical reckoning with communist legacies. Its worldview is traditionally oriented: the family is considered the fundamental unit of society, while supranational influences are often perceived as a threat to national sovereignty.
The NHR's agenda primarily targets socially conservative voters, patriots, and those who accuse established center-right parties of selling out national interests. It advocates for a strict immigration policy, the protection of unborn life, and a revisionist approach to historical narratives. Economically, the party leans towards protectionist policies to safeguard domestic resources. Its ultimate goal is to establish a cultural hegemony of national identity, opposing LGBTQ+ rights and further EU integration to preserve cultural distinctiveness.
Within Croatia's political system, the NHR acts as an ideological corrective on the far-right. It frequently challenges the rule of law, accusing institutions of insufficient separation from the old Yugoslav system. Strategically, the party relies on polarization, exploiting the tension between national sovereignty and European integration to position itself as the only 'true' alternative to the establishment. Its role is that of an uncompromising opposition, occupying the discursive space for right-wing narratives and putting pressure on established conservatives.
