Bicameral system with different electoral procedures

Czech Republic has a bicameral parliament: The 200 deputies of the Chamber of Deputies are elected every four years through proportional representation. The 81-member Senate is renewed every six years, one-third at a time, through direct elections. Notably, Senate elections take place in two rounds if no candidate receives over 50%.

High barriers for small parties and coalitions

Individual parties must secure at least 5% of the votes to enter parliament. For coalitions, the threshold rises significantly: two-party alliances need 10%, three-party coalitions require 15%, and larger ones even 20%. This regulation aims to prevent fragmentation of parties but makes it difficult for smaller groups.

Curious rule: Preference votes can change everything

Voters can give preference votes to up to four candidates on a party list. If a candidate receives at least 5% of the party votes in their electoral district, they can move up the list - even to the top position. This allows charismatic politicians to surprise the party leadership.
