Czech Republic: Opinion poll by NMS on 09/28/2025

The Chamber of Deputies of the Czech Republic (Poslanecká sněmovna) consists of 200 members elected for four-year terms using a proportional representation system. The country is divided into 14 electoral districts, which align with its administrative regions (Kraje). While voters cast their ballots for party lists, they also have the option to cast up to four preferential votes for specific candidates. If a candidate receives a sufficient number of these votes, they move up the list, giving voters direct influence over which individuals represent them in parliament.

To enter the Chamber of Deputies, individual political parties must surpass a national electoral threshold of 5%. For electoral alliances, the requirements are stricter: coalitions of two parties must reach 7%, while alliances of three or more parties must secure at least 11% of the total vote. These tiered thresholds were designed to prevent excessive parliamentary fragmentation and ensure more stable governing majorities. Seats are subsequently allocated among qualifying parties using the D'Hondt method.

Government formation in the Czech Republic typically begins when the President invites the leader of the strongest party or winning coalition to form a cabinet. Because the proportional system rarely yields an absolute majority for a single party, coalition governments are the norm. Once appointed, the new government must pass a vote of confidence in the Chamber of Deputies within 30 days. Political stability is often contingent on the strength of these coalition agreements, as the Chamber retains the power to dismiss the government via a vote of no confidence.
