The worldview of TOP 09 is founded upon the pillars of Christian democratic conservatism and economic liberalism. It perceives the state as the guardian of an order that enables individual freedom only through personal responsibility. A central tenet is intergenerational justice: the state must not live at the expense of future generations. The party is strongly committed to Western values and sees the Czech Republic as an inseparable part of the European community of values and the transatlantic security architecture.
TOP 09's agenda is consistently focused on market economy principles and fiscal consolidation. The party advocates for lower taxes, reduced bureaucracy, and politically invests in education and innovation. It primarily targets the urban middle class, intellectuals, and entrepreneurs.
