Why Estonia has exactly 101 representatives

Since 1992, the Estonian Parliament Riigikogu has had exactly 101 seats – an odd number that prevents ties during votes. Representatives are elected every four years in twelve electoral districts, with each district receiving between 4 and 13 mandates depending on its population. Tallinn, as the largest district, has the most parliamentarians.

Digital pioneer: Online voting possible since 2014

Estonia was the first country in the world to introduce online voting for its national parliament. Since 2014, citizens can conveniently cast their votes from home using a digital ID card and PIN. About 44% of voters took advantage of this option in 2019. The system is considered secure, but remains controversial internationally.

Five percent hurdle determines entry into Parliament

Parties must achieve at least five percent of the nationwide votes to enter the Riigikogu. Independent candidates can also be elected without a party – a rare phenomenon in Europe. Seats are distributed proportionally using the d'Hondt method, which gives smaller parties a fair chance.
