The Finnish Parliament (Eduskunta) consists of 200 members elected for a four-year term. The country is divided into 13 electoral districts. These coalitions often include four or more parties to ensure a stable majority in the Eduskunta. Following an election, the leader of the largest party initiates negotiations to form a government. A hallmark of Finnish politics is the highly detailed Government Programme, which serves as a binding roadmap for the coalition’s four-year term. The government must be formally approved by parliament through the election of the Prime Minister.
