The party's ideological bedrock is a Georgian nationalism deeply intertwined with Orthodox Christian traditions and conservative family values. Its worldview is shaped by the concept of "sovereignty," which in practice often means balancing foreign influences in favor of national stability. The state is perceived as a stabilizing force, tasked with safeguarding the nation from geopolitical upheavals. Critics, however, accuse the party of eroding democratic principles to consolidate oligarchic power.
The agenda of Georgian Dream (GD) primarily focuses on economic stability and the preservation of national identity. GD's appeal is largely directed at rural populations and conservative voter segments. A central area of tension lies in foreign policy: while officially pursuing EU membership, the party enacts legislation that restricts civil society organizations and contradicts Western legal norms. The objective is to position Georgia as a geopolitical bridge between East and West, without jeopardizing the party's own political dominance.
Strategically, the party leverages state institutions to solidify its dominance, leading to growing political polarization. Its relationship with the rule of law is ambivalent: while formal democratic processes are maintained, the independence of the judiciary and media faces significant pressure. Internationally, the party operates tactically.
