Electoral system

Ireland's electoral system: complicated but fair

Ireland uses the Single Transferable Vote (STV) system – one of the most complex voting methods in the world. Voters rank candidates in order of preference. If no one achieves the required number of votes, the weakest candidates are eliminated and their votes are transferred to the next preferences. This often leads to surprising results.

Two chambers, completely different compositions

The Dáil Éireann directly represents the people, but the Seanad is a curiosity: 43 seats are filled by professional bodies and universities, 11 are appointed by the Prime Minister, and 6 are elected by the universities of Dublin and Cork. This system dates back to the 1930s and is considered outdated – however, reforms have repeatedly failed.

Electoral districts and peculiarities of the Irish system

Ireland has 39 electoral districts with 3-5 seats per district. This gives smaller parties a better chance than a pure majority vote. Interestingly, candidates can run in multiple districts. The counting process often takes days, as each transferred vote is recalculated. In 2020, it took four days to get the final result.

Candidate Vote Voters choose individual candidates directly.
Ranked Transfer Seats are allocated using ranked choice with transferable votes.
Ranked Choice Voters rank candidates and preferences are counted.
