The foundation of the PDK rests on the legacy of the liberation struggle. Its worldview is shaped by a strong patriotism that considers Kosovo's state sovereignty inviolable. The party espouses a liberal-conservative ethos: it is committed to a market economy and private property, yet combines this with the narrative of a strong, resilient nation. The state is understood as a guarantor of stability and a driver of economic modernization, with Western alignment – particularly with the USA and the EU – considered an existential national interest.
The PDK's agenda focuses on infrastructure development, economic growth, and Euro-Atlantic integration. It positions itself as a party of action, having institutionally solidified the young state. Its core target groups include veterans, civil servants, and entrepreneurs, as well as the rural population in its traditional strongholds. Politically, it advocates for tax cuts for investors and a strict stance against Serbian influence, while internally striving to distance itself from the legacies of the post-war era through reform processes and appeal to an urban electorate.
Within Kosovo's political system, the PDK has played the role of a governing force, dominating centers of power for nearly two decades. Its relationship with institutions is marked by a deep self-perception as a founding party, which often led to accusations of patronage. Strategically, it now operates as a seasoned opposition or a stable coalition partner, prioritizing international commitments. It functions as a conservative counterweight to left-wing populist movements, consistently emphasizing the necessity of the rule of law as a prerequisite for the desired NATO membership.
