The electoral system in Moldova

The Parliament of the Republic of Moldova consists of 101 members elected for a four-year term. Under the revised Electoral Code of 2022, the country utilizes a proportional representation system within a single nationwide constituency. Voters cast their ballots for closed party lists. This system replaced the short-lived mixed electoral system, aiming to enhance political stability and reduce the influence of local regional interests. Seats are allocated proportionately based on each party’s total share of the national vote, ensuring a direct reflection of the electorate's will in the legislative chamber.

Electoral threshold and entry barriers

To enter the Moldovan Parliament, political entities must clear specific electoral thresholds. Individual political parties are required to reach a 5% national vote share. For electoral blocs consisting of two or more parties, the threshold is increased to 7%. Independent candidates are also permitted to run, facing a lower entry requirement of 2%. Votes cast for parties or candidates that fail to meet these thresholds are excluded from seat allocation, a mechanism designed to prevent excessive fragmentation and facilitate the formation of functional parliamentary majorities.

Government formation and coalition traditions

Government formation in Moldova is a parliamentary process initiated by the President. Following the inauguration of the new Parliament, the President consults with the parliamentary factions to nominate a candidate for Prime Minister. The nominee then has 15 days to present their cabinet and policy program to Parliament to seek a vote of confidence. Given Moldova’s strategic position, coalition talks are often defined by a choice between pro-European and pro-Russian orientations. A single-party government can be formed if one faction secures an absolute majority of 51 out of 101 seats.
