Electoral system

Proportional representation with a nationwide list

Montenegro elects its parliament, the Skupština, using a proportional representation system. There is only one national electoral district, and parties submit nationwide lists. Seats are allocated proportionally.

Three percent threshold for parties

To enter parliament, a party must receive at least three percent of the votes. This threshold allows for some diversity but prevents an excess of small parties.

President with a limited role

The president is elected directly but primarily has representative duties. The government is led by the prime minister, who needs a majority in parliament.
Direct Election Members are elected directly by the people.
Party List Vote Voters choose between party lists instead of individuals.
Proportional System Seats are distributed in proportion to votes received.
One Round The election is decided in a single round of voting.
