The foundation of the NSD is rooted in strong Serbian ethno-nationalism, coupled with profound social conservatism. The party views Montenegro's historical and cultural identity as inextricably linked to Serb heritage and Orthodox Christianity. It actively opposes a liberal, Western-influenced societal order and vehemently resists any attempts to sever its historical ties with Belgrade and Moscow. For the NSD, the state is not a neutral civic compact but rather the essential vessel for preserving national heritage, religion, and traditional family values.

The NSD's agenda primarily focuses on safeguarding the rights and ensuring the equality of the Serb community in Montenegro. It advocates for the official status of the Serbian language, the strengthening of the Orthodox Church, and the revision of historical symbols. In foreign policy, while it staunchly opposes NATO membership, it adopts a pragmatic pro-European stance to avoid political isolation. The party primarily mobilizes support from the ethnic Serb population, conservative religious adherents, and those disadvantaged by economic modernization in the less developed northern regions of the country.

Strategically, the NSD navigates the complex terrain between radical opposition and pragmatic participation in government. For a long time, it functioned as a staunchly anti-establishment force opposing the pro-Western elite. To enhance its electability and potential for governance, it has recently tempered its rhetoric towards a more conciliatory tone, without, however, abandoning its core nationalist demands. This delicate balancing act between populist street protests and the aspiration for power-sharing within state institutions frequently generates tensions within Montenegro's constitutional framework.
