North Macedonia's Democracy Index: Tracking Progress and Challenges

Democracy Index Flawed Democracy 44 +10

Free elections exist, but government control and the rule of law are limited.

Europe 33/41 Worldwide 78/175

North Macedonia is in a phase of democratic consolidation, marked by both progress and challenges. Following years of profound political crises, the country has made tangible strides in stabilizing its institutions. However, the path remains arduous: the phenomenon of 'state capture,' meaning the appropriation of state structures by private or partisan interests, continues to have an impact. In regional comparison, North Macedonia demonstrates a willingness for reform, yet its structural vulnerability to political instability remains the central barometer of the country's democratic health. Over the last 10 years, the Democracy Score has significantly improved.

Rule of Law and Individual Freedom

The rule of law remains the Achilles' heel of the system. While formal safeguards for individual freedoms and minority rights exist, their practical implementation often lags. The judiciary grapples with a significant credibility problem, as political influence over appointment processes and court decisions continues to be a critical area of tension. A positive aspect is the strong focus on protecting ethnic minorities, which is firmly enshrined in the constitution, even if social tensions continue to simmer beneath the surface.

Rule of Law & Freedom 37 +10

Assesses the protection of minorities and the effective control of the government by independent courts.

Electoral Integrity and Representation

Elections in North Macedonia are largely free and competitive, allowing for genuine transfers of power. Technical procedures have become more professionalized, and the opposition is generally able to disseminate its messages. Nevertheless, old patterns tarnish the picture: the misuse of state resources during campaigns and partially biased media coverage favoring incumbent parties distort fair competition. While polls are not mere rubber-stamping exercises, the path to complete equality of opportunity among parties is not yet fully realized.

Elections & Representation 56 +12

Measures the freedom and fairness of elections, as well as citizens' right to express their opinions without fear.

Quality of Political Debate

Political discourse is characterized by deep polarization, which often stifles fact-based debates. Decisions are more frequently made within the inner circles of party leadership than through an open, evidence-based parliamentary process. The public arena tends to serve more as a platform for mobilizing supporters rather than for a genuine exchange of arguments for the common good. This lack of deliberative quality often leads to crucial reforms failing due to partisan gridlock, instead of being driven by broad societal consensus.

Political Debate 37 +12

Assesses whether political decisions are based on factual arguments and open public discussion.

Equality and Social Inclusion

In North Macedonia, political participation strongly correlates with access to networks and socioeconomic status. While legal equality is formally guaranteed, corruption and clientelism hinder the influence of ordinary citizens lacking financial resources or party affiliation. Specifically, the social divide and regional disparities in education limit opportunities for advancement into political decision-making positions. Although women and smaller ethnic groups are represented, they often contend with glass ceilings within the patriarchal power structures.

Equality of Opportunity 37 +6

Assesses whether all citizens, regardless of origin, income, or education, have equal opportunities for political participation.

Direct Citizen Influence

Civil society is vibrant and has historically demonstrated its ability to exert significant pressure on the government. Nevertheless, there is a lack of institutionalized tools for direct participation between elections. Local self-governance exists but suffers from chronic underfunding and a strong dependence on the central government. Citizen initiatives and NGOs often act as crucial guardians of democracy, yet their influence on the daily legislative process remains sporadic and heavily dependent on the political will of the elites.

Participation 35 +5

Measures how actively the population can participate in political processes beyond elections.
