Electoral system

Norway's Parliament has been located in a renovated glass palace since 2009.

The Storting has 169 representatives and is one of the oldest parliaments in the world, founded in 1814. A unique feature: until 2009, it met in two chambers, but now it operates in just one. The modern plenary hall in the parliamentary building on Karl Johans gate accommodates all representatives in a horseshoe-shaped semicircle.

Complex electoral system with compensation for smaller parties.

150 seats are allocated directly in 19 electoral districts, with between 4 and 20 mandates per district depending on the population. Additionally, there are 19 compensatory mandates distributed nationwide. This allows smaller parties that narrowly miss out in individual districts to enter Parliament. Elections are held every four years in September.

The 4% hurdle and the Sainte-Laguë method determine the outcome.

Only parties that receive at least 4% of the votes nationwide or have a direct mandate can enter the Storting. The seats are distributed according to the Sainte-Laguë method, a form of proportional representation that slightly favors smaller parties. Interestingly, all citizens aged 18 and over who have lived in Norway for at least 10 years on election day are eligible to vote.
