Two paths to Parliament: Direct mandate or party list

The Russian State Duma has 450 representatives elected through a mixed system. 225 seats are allocated to direct candidates from electoral districts, while another 225 are filled through nationwide party lists. Voters have two votes: one for the local candidate and one for a party. This system combines regional representation with a national party landscape.

Five percent hurdle: Smaller parties face challenges

Only parties that receive at least 5% of the votes gain seats through the regional list. This threshold ensures stable majorities but often excludes smaller parties. Interestingly, even if a party fails to meet the 5% hurdle, its direct candidates can still enter Parliament, but only through the electoral districts.

Election date every five years - usually in September

The State Duma is elected every five years, traditionally on a Sunday in September. Notably, all Russian citizens aged 18 and over, including those living abroad, are eligible to vote. The election lasts three days to increase participation in this vast country. Online voting is being gradually expanded.
