One Parliament, one electoral district: Slovakia's unique system

Slovakia votes differently than most countries: the entire country forms a single electoral district for the 150 parliamentary seats. Voters cast their votes for party lists but can also prefer individual candidates. This uniqueness ensures that every vote counts equally nationwide – whether it's from Bratislava or a small village.

5% threshold: Small parties face challenges

To enter the Slovak Parliament, a party needs at least 5% of all votes. This threshold is one of the highest in Europe and ensures stable majorities. For coalitions of two parties, the threshold is 7%, and for larger alliances, it is even higher. As a result, usually only 5 to 7 parties manage to enter Parliament.

Preference votes: Voters can elevate candidates

Slovak voters have more power than in many other countries: they can prefer up to four candidates on the chosen party list. If a candidate gathers enough preference votes, they can move up the list – sometimes even surpassing party leaders. This has led to surprise candidates making it into Parliament.
