Proportional representation with a nationwide list

In Moldova, citizens elect the parliament using a proportional representation system. Since a reform, there is only one nationwide electoral district. Parties run with national lists, and seats are allocated proportionally.

Five percent threshold for parties

Parties must achieve at least five percent, electoral alliances seven percent, and independent candidates two percent. This threshold aims to prevent fragmentation but makes it difficult for smaller parties.

President with limited power

The president is elected directly and represents the country. Their powers are limited, as they cannot enforce laws alone. The main political power lies with the parliament and the government.
